00 PM PacificDescription and Essential Functions To perform the more complex and difficult landscape planning work; to design and implement landscape architectural projects; to manage multiple, complex landscape architectural projects; to manage streetscape master plans; to represent the department on major landscape design and planning issues associated with the development of new subdivisions, parks, and public lands; to provide professional landscape architectural expertise in the creation and updating of City landscape architectural policies; and to perform related work.
Newly-hired employees in this position may receive up to $5,000 relocation allowance for expenses incurred for the relocation of the employee and their immediate family to San Diego County.
Additionally, this position is eligible for the Employee Referral Program.
Eligible employees that make a successful referral will receive either 16 hours of leave or a referral payment of up to $3,000.
Essential Functions:
Functions may include, but are not limited to:
performing the more complex and difficult landscape planning; designing and implementing landscape architectural projects; managing multiple, complex, landscape architectural projects; managing streetscape master plans; representing the department on major landscape design and planning issues associated with the development of new subdivisions, parks, and public lands; providing professional landscape architectural expertise in the creation and updating of City landscape architectural policies; providing landscape architectural design and specifications for capital improvement programs; performing site observations; administering and reviewing the City's landscape codes, ordinances, policies, and zoning requirements related to landscape architecture projects processing; reviewing and checking plans of parks, open space and streetscape landscape improvements for compliance with the City's requirements; performing project management of large City projects, landscape architectural planning, streetscape master plans and park development projects; generating landscape architecture project cost estimates; coordinating design teams, applicants/clients, and other resources to achieve project goals during the development and review process; interacting with stakeholders, the public, applicants, consultants, and City staff to provide design solutions to clarify and fulfill construction document intent; participating in the development of design standards and requirements; reviewing and commenting on Specific Planning Area (SPA) plans, tentative maps, final maps, environmental impact reports, and other documents as it relates to landscape architecture; preparing recommendations and conditions of approval; providing input to other City departments, including Public Works and the Recreation Department on project specific issues; assigning and reviewing the work of section staff involved in landscape architectural, park development, and landscape planning work; monitoring workflow; providing technical and functional supervision of section staff; providing input on section staff performance evaluations; preparing bids, budgets, requests for qualifications, Council Agenda items, contracts, and other administrative functions relating to the construction of parks and similar facilities in a collaborative process with other City departments; assisting in the preparation of grant applications for landscape architectural projects; providing training as necessary; conducting research; compiling and analyzing landscape planning project data; writing reports, attending meetings, and making presentations to professional and public groups; preparing landscape architecture project cost estimates; reviewing landscape architecture project cost estimates submitted by applicants; participating in budget preparation for the Landscape Architecture section; reviewing project billing and invoices and recommending payment; monitoring payments; operating City vehicles skillfully and safely; building and maintaining positive working relationships with co-workers, other City employees and the public using principles of good customer service; performing related duties as assigned.
Minimum Qualifications Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying.
A typical way to obtain the knowledge and abilities would be three years of increasingly responsible landscape architecture experience, including design and construction project coordination AND training equivalent to Bachelor's degree in landscape architecture, planning, or a closely related field.
License or Certificate:
Possession of a California Architects Board Landscape Architect License and a valid California driver's license is required at time of application.

prepare a landscape plan and design an irrigation system; grade landforms and set elevations to achieve desired effect; design drainage systems to disperse surface water; perform site observations; prepare grant applications; operate City vehicles observing legal and defensive driving practices; interpret City ordinance, zoning regulations and rules, and policies and administrative guidelines; prepare in-house design sketches, construction documents, specifications, and reports; prepare detailed cost analysis and estimates from preliminary concept through design development and construction phases of project; plan, assign and review the work of assigned staff; prepare clear and concise oral and written technical correspondence and reports; operate computer equipment and software applications related to assignment; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work; work with various cultural and ethnic groups in a tactful and effective manner.
Physical Demands and Working ConditionsOn a continuous basis sit, walk, stand, bend, kneel, crouch or stoop, for varying periods of time; use hands and fingers to grasp tools; make repetitive hand and body motions; twist and reach below and above shoulder, and balance on uneven terrain when in the field; verbal ability to communicate in person, and use a telephone; lift or carry weight of 15 pounds or less.
See in the normal vision range, with or without correction, to read and interpret complex data and contract specifications and maps; hear in the normal range, with or without correction.
Work is performed indoors and outdoors; when indoors is in an office environment in a carpeted and air-conditioned office environment with fluorescent lighting and moderate noise level; when outdoors, is with exposure to a variety of weather conditions; exposure to traffic, noise, physical barriers, and around heavy equipment or around potentially hazardous substances; work on slippery or uneven surfaces.
